A couple of Folsom City employees misled the Sacramento County 2004-05 Grand Jury about tax fraud by the city. The Grand Jury published obviously false info in its final report, saying everything’s swell. A combination of Made to Stick (good book!) and groupthink. Homeowners here are out more than $2,000,000 total in fraudulent L&L District assessments.
